Biographical

Judge Garcia has forty years of legal experience as a private attorney, trial court judge, and appellate court judge. After serving over fifteen years on the bench, Judge Garcia retired from the Court of Appeals in 2018 and has return to the private practice of law, where he continues to work primarily in the areas of alternative dispute resolution, including mediation, arbitration, in-depth case evaluation for trials and appeals, special master services and mock trial/appeal services.

Judge Garcia continues to be known for his preparation, detail-oriented analysis and interactive approach to resolving tough cases. Over a career of more than four decades, Judge Garcia’s business and management experience in both the private and public sectors is also comprehensive, including operational management of several law firms.

Rates Information

New Mexico and Arizona case mediation rates are set on a sliding scale based upon the amount in controversy, case complexity, and number of parties. Base hourly rate is presently $500 per hour.

All Phillips ADR Enterprises mediation rates and scheduling must be arranged through the Phillips ADR Enterprises office at (949) 760-5280.

Arbitration rates are set to match the rates utilized for all American Arbitration Association (AAA) cases but case specific rates are available upon request. Currenty hourly rate for AAA cases is $750 per hour.
